Aspiring leaders must be able to prove they are capable of delivering services to the people.  Among other things, a crucial issue in the progress for women to reach leadership level is the support of men and that women need to support each other.  Honourable Luveni also said that leaders must be well-informed because knowledge is vital to a leader.
