Calls for Written Evidence for the Reform of Sugar Cane Industry Bill, 2016 (Bill No. 19 of 2016) and the Sugar Cane Growers Fund (Amendment) Bill, 2016 (Bill No. 20 of 2016)

Background

The Committee will report to the Parliament on the Reform of Sugar Cane Industry Bill, 2016 (Bill No. 19 of 2016) which provides for the reform, promotion and regulation of the sugar cane industry.  The Bill also provides for the next stage of the industry reform by further driving out costs in the industry.  This is being done by merging functions and dissolving historical institutions of the industry that no longer adds value.

The Sugar Cane Growers Fund (Amendment) Bill, 2016 (Bill No. 20 of 2016) seeks to amend the principal Act and align its provisions with the changes proposed by the Reform of Sugar Cane Industry Bill, 2016.

Call for Evidence

The Standing Committee is calling for written submissions on the Bill and would like to hear from any interested stakeholders who have views that they wish to share. In particular the Committee would be interested to hear from the key Stakeholders.

Standing Order 110(1)(a) – examines each Bill referred to it by Parliament and make amendments to the Bills, to the extent agreed by the Committee

As per Standing Order 112(1) (a) to (i) & Standing Order 112(2) the standing committee has same powers as those of the high court in the production of documents and evidence.

How to submit written evidence

Interested parties are invited to keep to a word limit of 1,000 words and to focus their submission on the key issues listed above.
Deadline for submissions is 20th May 2016. It would be helpful to submit written evidence before that above date if possible so that it can be considered by the Committee. Please send your written submissions by email to  or by post to:

Written Submission Guidance

It will assist the committee if those submitting evidence adhere to the following guidelines. Each submission should:

  • State clearly who the submission is from, i.e. whether from yourself in a personal capacity or sent on behalf of an organization, for example the submission could be headed “Written evidence submitted by (Insert Name)
  • Be concise – we recommend no more than 1,000 words in length.
  • Begin with an executive summary in bullet point form of the main points made in the submission. Please use Calibri font 12pt if possible.
  • Include a brief introduction about yourself/your organization and your reason for submitting evidence.
  • Have numbered paragraphs.
  • Include any factual information you have to offer from which the committee might be able to draw conclusions, or which could be put to other witnesses for their reactions.
