JOB TITLE: LIBRARIAN

Duties

The appointee will carry out the following duties:

  1. Accession and Cataloguing of Library Materials.
  2. Processing Library Materials for Display and Check Out.
  3. Providing library services to MPs, other approved users and external customers.
  4. Provision of daily access to print and online media.
  5. Maintain library database and resources.
  6. Planning, monitoring, evaluation and reporting.
  7. Contribution to knowledge sharing, knowledge building and knowledge management for unit and organisational development.

QUALIFICATION/COMPTENCIES/ KNOWLEDGE /EXPERIENCE

Qualification

An Undergraduate degree or good Diploma in Library/Library Science//Librarianship/ Library Studies/and Information Science or equivalent from a recognized institution.

Specific Competencies

  1. Timely and accurate provision of relevant research data and analysis according to Parliament Library and Research guidelines.
  2. Effective and efficient submission of reporting requirements.
  3. Account for delegation or sharing of responsibilities.

Knowledge and Experience

  1. At least 2‐3 years of working experience and knowledge of library services and library administration.
  2. Understanding of the parliamentary and political environment by having knowledge of the context, role and operations of parliament and understanding the role and functions of key Parliamentary bodies and processes.
  3. Understanding of library systems and processes, including current accession and cataloguing practices.
  4. Some knowledge of new and emerging library management system.
  5. Understanding of parliamentary library services and managing the information needs Members of Parliament, parliamentary executives, political party staff and so forth.
  6. Experience in procuring, collating and presenting information for high‐level users Members of Parliament, parliamentary executives, political party staff and so forth.
  7. Experience in record keeping, filing and administrative work.

Skills and Abilities           

  1. Organizational abilities and the ability to be impartial, confidential and to make firm decisions.
  2. Ability to communicate clearly and appropriately and tailor responses according to library user requirements.
  3. Demonstrated ability to manage demanding workload and tight deadlines.
  4. Ability to effectively work within a team with people from diverse backgrounds and communicate with people at all levels and proven team leadership skills and abilities;
  5. Good reading, writing and verbal communication skills.
  6. Good customer service skills and ability to appropriate manage the expectations of high‐level library users,
  7. Ability to assess resources and library users’ needs.
  8. Good IT skills and some familiarity with the use of databases and the Internet.
  9. A good working knowledge in Microsoft Office Suite and in particular Word, Excel, PowerPoint. Knowledge of OneNote would be an advantage.

The successful applicant will be offered an attractive remuneration package which will be discussed during the interview.
